Sejak tahun 2008, pelaksanaan pengadaan di Indonesia sudah mulai dilaksanakan secara elektronik (e-procurement) melalui Layanan Pengadaan Secara Elektronik (LPSE).

Pada awalnya hanya ada 11 LPSE di Indonesia dan hingga tahun 2015 sudah terbentuk 627 LPSE di seluruh Indonesia. Jumlah instansi yang terlayani juga semakin berkembang, dimulai dari 11 instansi hingga 731 instansi.

Jumlah lelang/tender juga semakin banyak, yaitu dari 33 paket lelang menjadi 135.669 paket di seluruh Indonesia.

Bertambahnya jumlah LPSE serta paket lelang ini tentu akan mempersulit penyedia barang/jasa untuk memantau paket-paket lelang yang sesuai dengan jenis dan bentuk usaha mereka. Membuka 1 LPSE untuk mencari lelang sudah membutuhkan waktu beberapa menit, apalagi untuk membuka 627 LPSE.

Permasalahan lain adalah pengumuman lelang yang kadang tidak dilakukan sesuai dengan ketentuan. Contohnya untuk pelelangan sederhana dan pemilihan langsung, yang menurut ketentuan Perpres Nomor 54 Tahun 2010 dan Perubahannya harus dilakukan selama 4 (empat) hari kalender, namun dalam pelaksanaannya malah ditayangkan tanpa memperhitungkan jam kerja. Misalnya, pengumuman dilakukan mulai pukul 23.59 pada hari Jumat dan diakhiri pada pukul 00.01 pada hari Senin. Hal ini tentu saja mempersulit penyedia untuk mendaftar pada paket pelelangan yang diinginkan.

Sehubungan dengan hal tersebut, kami dari KM & Partners sebagai Procurement Specialist telah mengembangkan sebuah aplikasi informasi pengadaan yang terhubungan dengan seluruh LPSE di Indonesia dan juga berbagai BUMN, BUMD serta Perusahaan Swasta, yang bertujuan untuk membantu penyedia barang/jasa untuk memperoleh informasi lelang secara mudah, cepat, dan tepat. Since 2008, the implementation of procurement in Indonesia has been started electronically (e-procurement) through the Electronic Procurement Service (LPSE).

At first there were only 11 LPSE in Indonesia and until 2015 had formed 627 LPSE throughout Indonesia. The number of establishments that served also growing, starting from 11 institutions to 731 agencies.

The bids / tenders also increased, namely from 33 135 669 auction packages into packages throughout Indonesia.

Another problem is that sometimes the auction announcement is not made in accordance with the provisions. For example, the announcement is done starting at 23:59 on Friday and ends at 00:01 on Monday. It is of course difficult for providers to enroll on the desired auction package.
