The Independent High Electoral Commission ( IHEC ) of IRAQ is a professional, governmental, independent and neutral body supervised by the Council of Representatives. It is exclusively responsible for organizing, implementing and supervising all kinds of elections and referendum in IRAQ.

المفوضية العليا المستقلة للانتخابات هيئة ، مهنية ، حكومية ، مستقلة ومحايدة تخضع لرقابة مجلس النواب ، لها المسؤولية الحصرية في تنظيم وتنفيذ والاشراف على كافة انواع الانتخابات والاستفتاءات

According to Article No. 102, the IHEC is a constitutional institution. It was established in terms of law No. 11 of 2007 to replace the older Commission (the independent electoral commission of Iraq/the transitional electoral commission) which conducted the 2005 elections and constitution referendum.

تعتبر المفوضية العليا المستقلة للانتخابات الهيئة الحكومية الوحيدة التي لها صلاحية وضع الاسس والقواعد المعتمدة في الانتخابات والاستفتاءات الاتحادية والاقليمية في جميع انحاء العراق والقيام بالإعلان والتنظيم والاشراف على كافة الانتخابات والاستفتاءات بما فيها تسجيل الناخبين والانتخابات العامة وانتخابات مجالس المحافظات . تتألف المفوضية العليا المستقلة للانتخابات من مجلس المفوضين والادارة الانتخابية وتشمل المفوضية على 19 تسعة عشر مكتبا تغطي محافظات العراق جميعا منها (مكتبين في بغداد) بالاضافة الى مكتب هئية اقليم كردستان
