แอพพลิเคชั่น "OBEC" เหมาะสำหรับผู้ใช้ที่ต้องการทราบข่าวสาร เกี่ยวกับกิจกรรมต่าง ๆ ของ สพฐ. รวมทั้งใช้ในการจัดเก็บข้อมูล แบบสอบถามข้อมูลเร่งด่วนต่าง ๆ ที่ต้องจัดเก็บโดยตรงกับโรงเรียนภายใต้สังกัด สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน
