TLQAA project is funded by the European Commission within the framework of the TEMPUS program.

Tempus is the European Union's programme which supports the modernisation of higher education in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects.

The Education, Audiovisual and Culture Agency Executive Agency (EACEA) is responsible for the management of Tempus IV (2007 - 2013), under the supervision of EuropeAid - European Commission Co-operation Office (AIDCO) and Directorate-General for Enlargement (DG ELARG of the European Commission).
