花蓮縣環境保護局「103年度移動污染源稽查管制暨執行停車怠速熄火宣導及管制計畫」。

===計畫目標===
1. 持續執行機車路邊攔檢工作，不定期檢驗稽查取締工作，提升本縣機車納管率為83%〈依據環保署考評要點〉。

2. 執行每月民眾檢舉烏賊車及照片篩選通知檢驗相關事宜及獎勵(含獎勵品或獎勵金)發放暨相關（含郵資費）作業等。

3. 執行機車路邊攔、巡查工作，提升本縣機車定檢到檢率。

4. 執行車牌自動辨識系統篩選未定檢車輛通知檢驗工作，提升本縣機車定檢到檢率。

5. 執行機車定檢站評鑒及查核工作，確保機車定檢業務品質管理及服務狀況，提高檢測公信力。

6. 辦理民眾受理檢舉網頁維護工作，加強民眾檢舉案件辦理時效，進而提升本縣陳情案件率。

7. 提供移動式定檢站巡迴服務偏遠鄉鎮。

8. 辦理定檢站品保品管查核相關管理工作，包含新設、變更定檢站認可及委託、定檢站執行檢驗及耗材表單管理、定檢通知作業及違規站告發處分等。

9. 辦理推動淘汰高污染老舊機車之作業，進而提升本縣機車汰舊率。

10. 辦理淘汰高污染老舊二行程機車及換購電動摩拖車之宣導、補助審查及撥款事宜相關業務。

11. 調查本縣主要道路（省道或縣道）之車流量、平均車速及行車型態，（依環保署考核規定辦理）

12. 執行停車怠速熄火政策相關巡查管制措施。

13. 辦理停車怠速熄火政策及烏賊車汰舊老舊二行程機車及換購電動摩拖車宣導措施。
