الدوكالي محمد مختار العالم من مواليد 1949، ولد في قرية أولاد العالم و تلقى تعليمه القرآني على يدي والده منذ نشأته بزاوية الشيخ محمد العالم ، ثم التحق بالمعهد الأسمري بزليتن حيث أتم حفظ القرآن الكريم لينتقل بعدها إلى مدينة طرابلس لمواصلة دراسته الدينية بمعهد مالك بن أنس ليجتاز فيه المراحل الابتدائية والإعدادية والثانوية بالمعهد ، و في سنة 1972 تحصل على دبلوم المعلمين العام واشتغل مدرساً بالإعدادية الدنية بالتعليم العام . في سنة 1978 تحصل على الإجازة العالمية / الليسانس من الجامعة الإسلامية بالبيضاء قسم الشريعة والقانون ، اشتغل كمدرس للقران الكريم بكلية الدعوة الإسلامية بجمعية الدعوة الإسلامية العالمية سنة 1994 و في العام الذي يليه قام بتسجيل ختمة للقرآن الكريم بإشراف إذاعة القرآن الكريم و أخرى لجمعية الدعوة الإسلامية، و شارك في تحكيم عدد من المسابقات العالمية لحفظ و تجويد القرآن الكريم في كلٍّ من المغرب وإيران.
