إن المواطن من خلال هذا التطبيق يعبَر عن "مشكلة"، و(نشطاء المنصة والمدونين يحوَلون المشكلة إلى قضية عبر تقنيات تصوير البيانات والمعلومات على شكل قصص رقمية (تدوينة، صورة، فيديو، صوت) وإيصالها بكبسة زر عبر التطبيق إلى صانع القرار والمسؤول عن هذه القضية أو "الشكوى" وحسب تخصصه بعد التأكد من صحة المعلومة.

فإن التطبيق والمنصة يمتازان بوجود نظام متابعة ويعملان على إيصال شكوى المواطن "الفرد" إلى صانع القرار دون حاجته إلى الواسطة والمحسوبية أو أن يكون "واصل" في السلطة ليستجيب المسؤول له. بالمقابل فإن على المواطن حق "المواطنة" وحماية المال العام، فهذه بلده.

أعطيكم مثالا: حليمة فتاة فلسطينية وعمرها 27 عاما، تعرضت لخطأ طبي قبل 4 سنوات بسبب إهمال الأطباء ونتيجة الفساد الإداري والمالي وغياب المحاسبة، لتصبح فتاة تأكل وتشرب من خلال الأنابيب وتعاني مشاكل صحية قاتلة. حاولت بكل الطرق أن تحصل على تقرير طبي يوضح الأسباب ويقدم معلومات دقيقة وواضحة، إلا أن نفوذ الطبيب وأصدقائه وعلاقاتهم أخرست صوتها، بسبب كل إجراءات الفساد والواسطة والمحسوبية والرشوة، والنفوذ والسلطة. وهناك شكاوي كثيرة لا ينظر لها أحد ولا يوجد نظام يتابعها. فإذا لم نأخذ كمجموعة على عاتقتنا التغيير، فسوف يمر ابني أو ابنتي أو أي طفل فلسطيني أو أحد أفراد عائلته في نفس المشكلة لنبقى مجتمعا عاجزا مريضا ضعيفا والحياة فيه للأقوى نفوذا أو للغني.

لذلك يمكن قياس هذا المثال، على أي قطاع مجتمعي آخر، من أبسط السلوكيات المعيشية وأسعار السلع، حتى أكثر السياسات تعقيدا في منظومة الحكم وصناعة القرار والذي يتعلق أصلا بمستقبل كل فلسطيني ويرسم شكل حياته اليومية.

فإن المشكلة تكمن في غياب "نظام" الشفافية، وغياب أدوات حديثة إعلامية توثق خطوات العمل وتخلق نتائج رقمية وموثقة ودقيقة وملموسة تتوفر للناس بطريقة سهلة وبأحدث الأدوات فرصة إيجاد حل لمشاكلهم اليومية، ويكون الناس المحرك الاساسي والتفاعلي معها.

لذلك فإن سبب تطوير هذه المنصة والتطبيق هو عدم وجود قانون الحق في الحصول على المعلومات، وثقافة التقييم والمتابعة والتغيير والبناء، فإذا وصلنا لمرحلة سن القانون، سيضمن خلق ثقافة المحاسبة والدقةواحترام إنسانية الإنسان وكرامته وحقوه وواجباته، تحقيقا لمنظومة حياة كريمة وعادلة ومتطورة. وليس فقط من خلال سن القانون والاكتفاء بهذا الانجاز، بل من خلال خلق ثقافة إدراك معنى هذا القانون سلوكيا ومعرفيا وأخلاقيا ومجتمعيا واستخدامه.

ولأن عالم الإعلام الجديد وأدوات الديجيتال هي مفاهيم حديثة وفي نمو سريع في فلسطين والعالم العربي فقد بدأت تصنع طريقا إعلاميا مؤثرا بعيدا عن الطرق التقليدية، والمواطن بات شريكا في صناعة الحدث وليس متلقيا.
