يقدم عمل تعليمي غير رسمي يتطلب تنفيذه تعاون عدة اجهزة ومنظمات تعمل جنبا الي جنب مع المزارعين والنحالين وصيادي الاسماك الذين يتعلمون منه ، وبالطرق والمعينات الارشادية المختلفة وكيف يحددون مشكلاتهم ويتزودون بالمعارف المناسبة والاتجاهات المرغوب فيها ويكتسبون المهارات الاساسية اللازمة لتطوير انفسهم وتنمية قدراتهم ومساعدتهم على ايجاد حلول لمشكلاتهم

ونستطيع القول ان ادارة الارشاد الزراعي هي الجهة المنوط بها القيام بكافة الأعمال الارشادية الزراعية والتوعوية التي تقدمها الوزارة وتقوم بالأشراف على الاعمال الارشادية بالإدارات العامة لشؤون الزراعة ومديريات الزراعة وفروع الوزارة للمزارعين والنحالين وصيادي الاسماك في شتي انحاء المملكة ، وترتبط ادارة الارشاد الزراعي بوكالة الوزارة لشؤون الزراعة مما يسهل مهمتها في التنسيق مع الادارات العامة والمديريات التي لها علاقة مباشرة مع المزارعين والنحالين وصيادي الاسماك في تنفيذ برامج الارشاد الزراعي ، كما ان الادارة تمثل حلقة الوصل بين البحوث والمزارعين لإيجاد الحلول لمشكلاتهم القائمة أو المتولدة عن تطبيق فكرة جديدة ونقل ما يحتاج الى البحث الى جهات البحث العلمي ، ثم نقل نتائج البحوث الزراعية المؤكدة وحلول المشكلات الي المزارعين للاستفادة منها .
